Huangpu District Implementation Guideline for Kindergarten Admissions for the Year 2024 (for foreign children or children from Hong Kong, Macao or Taiwan)

I. Eligibility and Application Conditions for New Students of Kindergarten Level-1 (aka “Xiao Ban”)

1. Eligibility of Applicants

Children of eligible age group (born between September 1, 2020 and August 31, 2021) who are in good health (no chronic infectious diseases, of normal intelligence and able to participate in group activities normally).

2. Application Conditions

The child and the parents should hold a passport, a travel permit or a residence permit for Hong Kong, Macao and Taiwan residents or other identification documents and should also hold the relevant proof of lawful residence in Huangpu District.

II. Application Processes for New Students of Kindergarten Level-1 (aka “Xiao Ban”)

(I) Information Registration

1. Time for Registration: April 22, 2024 to April 29, 2024

2. Access to Registration System:

The guardian of a child of eligible age group shall complete information registration by accessing the Shanghai Municipal Registration System for Kindergarten Admission for Children of Eligible Age Group. (Please go to the home page of the “Government Online-Offline Shanghai” website at https://zwdt.sh.gov.cn and locate the “2024 Kindergarten Admission for Children of Eligible Age Group” link in the Feature Column, or use the “Suishenban” mobile app and go to “2024 Kindergarten Admission for Children of Eligible Age Group” on its home page.)

Upon completing the registration, your registered mobile phone number will receive a short message confirming successful registration. The guardian must save the short message, record the registration number, and obtain the “Shanghai Municipal Registration Form for Kindergarten Admission for Children of Eligible Age Group” in preparation for online application.

3. Confirmation and Modification of Registered Information

The guardian of a child of eligible age group shall input or confirm the information provided by Shanghai Municipal Database for Electronic Credentials in respect of the guardian and the child, including without limitation to their names, I.D. numbers and residential information.

(1) If any error in the registered information in the municipal system has been identified, the guardian shall modify such information in the system according to the information specified in the credentials held by such guardian.

(2) For any child in respect of whom the applications for various credentials required for admission have already been processed and completed but whose information is not shown in the Shanghai Municipal Registration System for Kindergarten Admission for Children of Eligible Age Group, the guardian may register according to the information specified in the credentials held by such guardian.

 

4. Reminders

(1) For all children of eligible age group applying for Kindergarten Level-1 (Xiao Ban), registration in the municipal system must be completed prior to application.

(2) Any guardian who is truly prevented by difficult circumstances to complete information registration independently may make an appointment for assistance by calling 63335097 and then go to the Huangpu District Service Center (at No. 18A of South Chongqing Road) of Shanghai Municipal Registration System for Kindergarten Admission for Children of Eligible Age Group during the reserved time slot.

(II) Online Application

1. Time for Application: May 9, 2024 to May 17, 2024

2. Access to Application System:

Option 1: Go to the home page of the “Government Online-Offline Shanghai” website and locate the “2024 Kindergarten Admission for Children of Eligible Age Group” link in the Feature Column (or use the “Suishenban” mobile app and go to “2024 Kindergarten Admission for Children of Eligible Age Group” on its home page) and then log into “Shanghai Municipal Registration System for Kindergarten Admission for Children of Eligible Age Group”, go to “Huangpu District” and complete the required steps.

Option 2: Go to the home page of the “Government Online-Offline Shanghai” website and enter the “Huangpu District Flagship Store”, click on the “2024 Kindergarten Admission for Children of Eligible Age Group” link in the Feature Column, or use the “Suishenban” mobile app, go to its home page, enter the “Huangpu District Flagship Store”, click on the “Kindergarten Admission” link in the Feature Column to complete the required steps.

3. Important Reminders

(1) Online application on the “Government Online-Offline Shanghai” website or via the “Suishenban” mobile app is mandatory regardless of whether the application is for a public kindergarten or a private one.

(2) The guardian shall confirm, input or modify, as the case may be, the information provided by Shanghai Municipal Database for Electronic Credentials in respect of the guardian and the child, including without limitation to their names, I.D. numbers and residential information. All online application information will be subject to verification before taking effect.

(3) A child who does not have a registered domicile in Shanghai (aka Shanghai “Hukou”) may choose a non-exemplary public kindergarten located within the sub-district to which the address shown in his/her residence certificate belongs as the registration site for online application purpose (each applicant may only choose one public kindergarten as the registration site) and such registration site is only responsible for collecting information of the applicant who does not have a registered domicile in Shanghai (aka Shanghai “Hukou”) and it has no direct bearing on whether or not the applicant shall be admitted or which kindergarten the applicant shall be admitted into. Due to limited places at public kindergartens, the applicant who does not have a registered domicile in Shanghai (aka Shanghai “Hukou”) must also choose a not-for-profit private kindergarten for application purpose.

(4) For any child whose guardian is truly prevented by difficult circumstances to complete online application independently or prevented by special circumstances to obtain the various credentials in a timely manner may make an appointment for assistance by calling 63335097 and then go to the Huangpu District Service Center (at No. 18A of South Chongqing Road) during the reserved time slot to submit the application. All supporting documentation in the original and copies thereof will also be required on site. Any electronic credential recorded in the “Suishenban Citizens Cloud Services” app or on the “Government Online-Offline Shanghai” website bears the same validity as that of paper credentials.

(III) Information Verification

1. Time for Verification: May 18, 2024 to May 31, 2024

2. Form of Verification: Verification of application information will be mainly conducted online.

3. Important Reminders regarding Verification

(1) All online application information will be subject to verification before taking effect. The online verification of application information will mainly take place on the “Government Online-Offline Shanghai” platform by directly accessing the electronic credentials or having the guardian upload credentials and photos. The application information will be proofread by way of data verification. For applicants whose application information has been found to be complete and accurate, the kindergarten will conclude the verification procedure online with no need for the parents to take the child to the applied kindergarten for on-site verification.

(2) Applicants whose application information has been found to be incomplete or in doubt will be notified by the verification site concerned with shorts message or phone calls and their application information shall be subject to further on-site verification. Applicants who have been so notified shall, at the specified time and place, have their application information verified by presenting the corresponding application verification documents in the original and copies thereof. Any electronic credential recorded in the “Suishenban Citizens Cloud Services” app or on the “Government Online-Offline Shanghai” website bears the same validity as that of paper credentials for the purpose of such verification of the original documents.

III. Admission Processes for New Students of Kindergarten Level-1 (aka “Xiao Ban”)

According to the Measures of Shanghai Municipality for Points-based Management of Residence Permits, for children of the eligible age group who do not have a registered domicile in Shanghai (aka Shanghai “Hukou”) and who meet the application conditions, if either parent holds a Huangpu District residence permit and has reached the Standard Points, the child shall be arranged for admission into a kindergarten within the District based on the district-wide overall planning. If the parent holds a Huangpu District residence permit but hasn’t reached the Standard Points, the application shall be scored according to the “Huangpu District Scoring Form for Kindergarten Admission Application for Children of Parents without Registered Domicile (Hukou) in Shanghai” where the application will be considered and arranged over a period of time based on and subject to the availability of places and the score ranking. The above Measures shall be followed as a source of reference in processing applications by foreign children or children from Hong Kong, Macao or Taiwan.

IV. Application for Admission in Kindergarten Level-2 (aka “Zhong Ban”) or Kindergarten Level-3 (aka “Da Ban”) as a Transfer/Placement Student

1. Eligibility of Applicants and Application Conditions

Children born between September 1, 2018 and August 31, 2020 who are in good health (no chronic infectious diseases, of normal intelligence and able to participate in group activities normally) and not enrolled in any kindergarten of Huangpu District.

The child and the parents should hold a passport, a travel permit or a residence permit for Hong Kong, Macao and Taiwan residents or other identification documents and should also hold the relevant proof of lawful residence in Huangpu District.

In principle, children who are already enrolled in any kindergarten of Huangpu District (including private kindergartens) will not be accepted for enrollment as a transfer/placement student.

2. Application Processes

During the period from May 9 to May 17, applicants shall go to the home page of the “Government Online-Offline Shanghai” website and enter the “Huangpu District Flagship Store”, click on the “2024 Kindergarten Admission for Children of Eligible Age Group” link in the Feature Column, or use the “Suishenban” mobile app, go to its home page, enter the “Huangpu District Flagship Store”, click on the “Kindergarten Admission” link in the Feature Column and then select the kindergarten designated for the sub-district to which the applicant belongs as the registration site and complete the online application. Applicants for admission in Kindergarten Level-2 (aka “Zhong Ban”) and Kindergarten Level-3 (aka “Da Ban”) as a transfer/placement student are not required to register in the “Municipal Registration System”.

3. Information Verification

After the preliminary review of the application information by the registration site, the online verification will be conducted or, where necessary, the parents will be notified, by way of online appointments, short messages or phone calls, to complete on-site verification at the specified time and place. All online application information will be subject to verification before taking effect and all pandemic control requirements shall be followed for such on-site verification. For children who do not have a registered domicile in Shanghai (aka Shanghai “Hukou”), the relevant supporting documents in the original and copies thereof in respect of the child and the parents will be required on site at the time of verification.

4. Admission Processes

Decisions on whether or not admission shall be granted for children who do not have a registered domicile in Shanghai (aka Shanghai “Hukou”) shall be subject to the availability of places for transfer/placement students and the scoring result.
